Bedspace Apartment License

The Bedspace Apartments Ordinance (Cap. 447) defines bedspace apartment as any flat in which there are 12 or more bedspaces used or intended to be used as sleeping accommodation under rental agreements. As there are 16 bedspaces on each floor in the Blue House Ensemble, a Bedspace Apartment Licence is required for the proposed co-living space.

 

A Bedspace Apartment License needs to be applied potentially if there is no new regulations or licensing intended for transitional housing under the new government policy because the number of capsules may exceed the threshold depending on the floor area and layout of the industrial buildings. The basic flow of application is as below.

 

Application of Licence is to be submitted to the Office of the Licensing Authority of the Home Affairs Department. The applicant has to furnish the Authority with layout plans of the premise to be used as the bedspace apartment. An inspection is then carried out by a public officer authorised by the Authority. A licence may then be issued after payment of the prescribed fee has been made. Licences are subject to an annual renewal.
